Recently, Universities have shown a strong will to reverse this trend through investment in staff training, infrastructure and scientific material. For their part, Extension Services through their recent strategic plan 2012-2015, expressed their determination to retrieve the former level of activities they had before the crisis. The DREAM approach will reinforce Universities through the capacitation of post-graduate researchers within the framework of the RP-PCP and the development of research activities in collaborations with other agricultural actors. Moreover, with officers engaged in the same post-graduate degrees program, able to develop research projects and interact with academic research institutions (Universities), private sector, NGOs, FOs and small scale farmers, the extension services will have more ability to reach their own objectives.

In participatory research projects, the exchanges and the diagnosis phase will be done in the ICPs. They will help to identify, clarify, modify or refine the research questions. Such a research process entails several cycles to finally obtain useful results for local actors. This action research process has different kind of results: production of scientific knowledge, solutions to problems faced by small-scale farmers, but also farmers with improved technical skills and more autonomy.
